一个月6艘滞留,香港PSCO蛮拼的!(附全部缺陷上集)

2017年12月份,香港港口国检查官滞留了6艘船舶,是2017年度最高的月份。

2017.12.12,滞留HAI SHENG(9001069)

下面分别分析:

2017.12.1,滞留

HE BO WAN 3(8410873)

这艘船12.1滞留,滞留后至今未解除滞留,有兴趣的自己打听。PSC报告共计48项缺陷,16项滞留缺陷,如下。

1、MINIMUM SAFE MANNINGCERTIFICATE EXPIRED ON 16.10.2017., 最低配员证书自2017.10.16过期。

2、FLAG ENDORSEMENT OF COC AND GMDSS GOC OF MASTER EXPIRED ON20.11.2017.船长的适任证书和GMDSS适任证书,船旗国签注自2017.11.20过期

3、 LRIT CONFORMANCE TESTREPORT NOT AVAILABLE.,LRIT的测试报告不在船

4、 STABILITY INFORMATION BOOKLET NOT AVAILABLE.,稳性手册不在船

5、LARGE SCALE NAUTICAL CHARTS FOR HONG KONG WATERS NOTAVAILABLE., 缺少香港水域海图

6、 IAMSAR MANUAL VOLUME III NOTAVAILABLE., IAMSAR MANUAL VOLUME III不在船

7、ONE OF TWO X-BAND RADAR MALFUNCTION., 一部X-BAND RADAR损坏

11、 TWO RUBBER SEALS, EACH BETWEEN CARGO HOLD COVER PLATOON NO.5 & NO.6 AND NO.18 & NO.19(COUNT FROM AFT) DEFORMED, TWO GAPS OF ABOUT 5CM x10CM. ANUNDERCUT OF ABOUT 3CM x8CM ON THE FORWARD EDGE OF NO.5 PLATOON.,

12、 RESCUE BOAT STEERING MALFUNCTION., 救助艇舵系统损坏

13、VERTICAL BULKHEAD “BETWEENSTEERING GEAR ROOM AND ENGINE ROOM”, WAS CUT WITH A HOLEABOUT 20CM x20CM.,舵机间和机舱间有一个20*20CM的洞穿。

14、  ENGINE ROOM EMERGENCY ESCAPETRUNK ILLUMINATION FAILURE, TWO SELF-CLOSING DOORS DEFORMEDAND CANNOT SELF-CLOSE.,机舱逃生通道照明损坏,两扇自闭门不能自闭。

15、 LOCAL EMERGENCY STEERING MECHANISM FAILURE.,当地操舵装置损坏

16、MAIN ENGINE LOCAL CONTROL CONSOLE,MULTIPLE INDICATION LIGHT MALFUNCTION, AHEAD & ASTERN MANEUVERING HANDLE MISSING, TELEGRAPH MALFUNCTION.主机控制面板,多个指示灯损害,前进后退操作手柄确实是,声控电话损坏。

点评:这艘船确实够烂,体系缺陷必须开,不晓得为何没给一个。公司也很好查到,懒得扒出来,大家尽量不要去他们家好了,有几项属于船员维护不到位,从目前未解除滞留的情况看,这家公司经营状况不容乐观,船东应该是无力整改。

2017.12.12,滞留

HAI SHENG(9001069)

12月22日,解除滞留,滞留了10天。19项缺陷,7项滞留缺陷。

1、SPEED LOG WAS NOT WORKING., 速度记录仪不工作

2、BNWAS WAS NOT WORKING., 驾驶员值班报警系统不工作

3、VOYAGE PASSAGE PLAN FOR LAST VOYAGE FROM TAIWAN TO HONGKONG WAS NOT PREPARED, ECDIS WAS USED FOR NAVIGATION BUT ITWAS NOT APPROVED, LARGE SCALE HONG KONG PAPER CHART AND NECESSARY BA CHARTS WERE NOT AVAILABLE, BA CHART 4127 EDITIONWAS OUTDATED., 台湾至香港未制定航次计划,在用ECDIS不合格,香港水域海图不在船。

4、 LRIT WAS NOT WORKING.,LRIT损坏

5、 BACK UP BATTERIES FOR GMDSS WAS NOT ENOUGH POWER FOR DSC CALL TEST.,GMDSS备用电源不足以进行DSC测试。

6、 UNTREATED SEWAGE WAS DISCHARGED OVERBOARD AND SEWAGETREATMENT PLANT WAS MALFUNCTION.,生活污水处理装置故障,未经处理的生活污水排海。

7、EVIDENCE OFDEFICIENCIES ITEMS NO. 6, 7, 10, 11, 12, 13, 15, 18, SMS IN TERM OF MAINTENANCE OF THE SHIP AND EQUIPMENT WAS NOT IMPLEMENTEDPROPERLY.ISM体系缺陷

点评:此次滞留的亮点是体系缺陷,仔细研究这一条缺陷,甲板缺陷集中在航行安全,是2017CIC的重点,机舱只有一条滞留缺陷。然而,若干缺陷推导出SMS体系缺陷,船东不近被滞留还需要RO进行体系审核,亏大了。

2017.12.14,滞留

LIMCO ACE(9563885)

12月30日解除滞留,滞留16天,31项缺陷,4项滞留缺陷

1、GENERAL ALARM SYSTEM FAILURE., 通用报警系统故障

2、BNWAS, WITHOUT KEY FOR OPERATION. INOPERATIVE AND EVIDENCE OF NO APPLICATION.驾驶员值班报警系统没钥匙,不可操作。

3、 NO VOYAGE PLAN FOR LAST TWO VOYAGES., 上两航次未做航次计划。

4、BY THE EVIDENCE OF DEFICIENCIES 1-29, SHIP’S SMS FAILS TO ENSURE EMERGENCY PREPAREDNESS AND MAINTENANCE OFSHIP EQUIPMENT.1-29项缺陷表明,船舶SMS的运行不正常。

点评:四条滞留缺陷航次计划是用来凑数的,SMS体系缺陷是为了保底的。通用报警系统修复估计耽误了时间,否则不会滞留16天。
