停泊期间,轮机员怎么值班?值班时间怎么记录?

在往期,PSC迎检文章中,我们做过讲解,但是讲的不够详细,有位好朋友,讲这个问题总结的很透彻,不仅告诉了缺陷怎么来的,还告诉大家缺陷怎么没的。感谢这位不愿意公开身份的朋友,佩服您的大爱,祝您幸福。

一、澳大利亚AMSA近期值班相关缺陷汇总

1.Rest hour records evidenced that the oilers are keeping a stand alone independent watch in the engine room whist the vessel is in port.---30(休息时间记录显示,靠港期间,机舱只有机工独自值班—滞留缺陷)

2.Engineers not in charge of engineering watch in port as per shipboard working arrangement and work & rest hour records.Engine room ratings maintaining independent watches.(ISM)—17(值班记录和劳动休息时间显示:靠泊期间轮机员没有值班—ISM缺陷,开航前纠正)

3.Engine room is continuously manned by the oiler during the UMS period which is not in accordance with the vessels MSMD-17(机舱处于UMS期间,一直由机工值班,与船上MSMD规定要求不符合—开航前纠正)

4.Engineers work & rest hours do not correspond to the actual hours worked during UMS period-99(轮机员的劳动休息时间与机舱UMS模式下的实际工作时间不符—99)

以上4个缺陷是,AMSA近期关于机舱值班的几个缺陷,其中涉及的问题比较多。

1.  UMS模式下,需不需要轮机员值守?

2.  UMS模式下,劳动休息时间应该如何记录?

3.  靠泊和锚泊期间,轮机员的值班安排应该是什么样子的?

二、缺陷依据分析

PSC的依据是STCW A VIII/2 第5部分,港内值班9 5.1条:在所有推进功率为3000kw及以上的船舶上,应始终有一名负责轮机值班的高级船员(on all ships of 3000kw propulsion power and over there shall always be an officer in charge of the engineering watch);

AMSA也有相关指导文件“Information for Seafarers regarding WATCHKEEPING STANDARDS (including 2010 Manila Amendments)”内指出在港内“on all ships of 750 kW propulsion power and over there shall always be an officer in charge of the engineering watch”,规定750KW及以上主推进系统的船舶要求有轮机员保持值班。

看到上面的依据,大家不免产生疑问。

即:根据STCW的要求,船舶在港期间(锚/靠泊)对机舱的值班安排要求始终有一名轮机员负责值班工作,在锚/靠泊期间的夜班要不要轮机员在机舱现场值守?
