The document that defines the power f the US Federal power was signed and presented to the states for ratification on this day. It becomes the defining document outlining the branches of government: executive, judicial and legislative and their separate responsibilities. A separate document, the Bill of Rights, identified the rights and powers of citizens under Federal law.

Why

significant

The civil powers of the federal government, especially in its relations to those of the individual states, required several compromises, not the least of which one on the subject of slavery.  In order to preserve the union, northern delegates opposed to slavery had to shelve their dislike or face the collapse of the nation.  They instead had to “kick the can down the road” for later generations to resolve.
