在VS2019中打开WPF应用程序窗体界面设计时报错

打开其他同事一个wpf的项目，在打开窗体，点击设计的时候，提示错误信息如下

大概的意思是找不到区域性为"en"的程序集Microsoft.VisualStudio.DesignTools.Designer.resources.dll

这个意思应该是需要安装英文版本的，win10在设置，应用和功能中找到安装的vs2019，单击，点击修改，弹出 Visual Studio安装程序 界面，在语言选项卡下选择英文选项，然后安装。等待安装完成，重新打开vs2019，问题解决。
