新加坡海事局:各位,我急眼了!

自2019年1月1日,至今,新加波船籍船舶已经被滞留11艘次,其中澳大利亚滞留2艘次,印度尼西亚2艘次,比利时一艘次,中国1艘次,哥伦比亚1艘次,古巴1艘次,法国1艘次,墨西哥1艘次,荷兰1艘次,滞留数量和缺陷数量高于同期,因而新加坡海事局船舶处向各船公司发出通告,要求各公司体系办和指定人员,应加强内审和对船舶的支持力度,及时上报缺陷。对于ISM相关的缺陷,及时处理,不能整改的缺陷要立即报告新加波海事局和船舶所属的RO组织,新加坡海事局联系邮箱:shipping@mpa.gov.sg。
为了保持新加坡船船旗的良好声誉(防止船旗跌入黑名单),提醒各公司加强船舶的维护,必要时,新加波海事局将派遣FSC检查官前往各地加强船舶的检查,必要是会开展对公司和船舶的附加审核。
这么看新加坡海事局是急眼了,一是警告各船公司,二是威胁各船公司。如果再次被滞留,会对船公司进行附加审核,或者吊销船公司的DOC或SMC。
11艘船舶滞留缺陷如下:

At the time of the inspection, the electrical supply to elements necessary for propulsion,
steering and safety of the vessel cannot be maintained or immediately restored in case
of the loss of one generator. Generators in standby don't start immediately when on-load generator is stopped, and emergency generator starts first and take the load in about 40 seconds.
检查期间,发电机意外失电,主推动系统,舵机系统和船舶安全设备不能及时恢复供电。按照公约要求,失电后45s内应急发电机自动投入使用,后面红色内容应该是PSCO写错了

Numerous structural members on deck are corroded and in some places wasted, mainly
longitudinal (e.g. tank top stiffeners and beams).

flanges are heavily corroded, several supports and brackets are heavily corroded and
some brackets are missing.

Found on the PS main deck at least 8 air pipes the gaskets not in place, also on SB side several air pipes the gasket not being in place. All air pipes to be opened up and presented to the RO. Report from RO to be sent to PSC The Netherlands.
8个透气管密封垫圈缺失,所有透气管需要RO检验,RO检验报告需递交给PSCO。
