The Emancipation Proclamation was issued after a Union victory at the Battle of Antietam in Maryland, successfully thwarting the Confederate’s first invasion of the North.  The Proclamation declared any slave in a state still in rebellion after the first of the new year was freed.

Why

significant

While an abolitionist political victory, the Proclamation actually did not free anyone.  It stipulated if any of the rebelling states returned to the Union by the New Year deadline, they could KEEP their slaves.  While slaves were liberated by the Union army’s advances into the South, they were not yet seen as citizens, or even legitimately freed until the 13th, 14th and 15th Amendments after the war.
