2017年12月份,香港港口国检查官滞留了6艘船舶,是2017年度最高的月份。

滞留9天,29项缺陷,其中滞留缺陷8项。
1、STBD & PORT LIFEBOAT, MANUAL RELEASE(TOWING) HOOKS MISSING. MULTIPLE LIFEBOAT SAFETY BELTS RUSTEDAND INOPERATIVE. STBD LIFEBOAT, COUNTER WEIGHT RELEASE LEVER BENDED, REMOTE RELEASE CABLE SEIZED IN DEFORMED PULLEY,CANNOT PERFORM RELEASE. AND WITHOUT COMPASS INSTALLATION.(responsible RO, Overseas Marine Certification Services).,该项被判定RO责任,左、右舷救生艇,手动释放钩丢失。救生艇安全带生锈……这一项包含的内容太多,自己看吧,符合东京备忘录多条相同缺陷记在一起的精神。
2、PUBLIC ADDRESS SYSTEM FAILURE.,PUBLIC ADDRESS SYSTEM故障
3、MF/HFDSC CANNOT PERFORM SIGNAL DISTRESS, AFTER A/C POWER OFF. RADIO BATTERY CANNOT PROVIDE POWER TO SYSTEM.,A/C电源关闭后,应急电源不可用,MF/HF系统不能提供遇难报警信号。
4、3 OUT OF 4 ENGINE ROOM VENTILATION DAMPER CANNOT BE CLOSED (OPERATINGHANDLE MALFUNCTION)., 四个机舱通风筒中的三个防火挡板不能关闭。
5、 FIRE ALARM PANEL INOPERATIVE. MULTIPLE INDICATOR LIGHT UNLIT. RANDOMLY CHECKE DONE SMOKE DETECTOR IN ACCOMMODATION & ONE SMOKE DETECTORIN ENGINE ROOM MALFUNCTION.,消防报警面板故障,多项指示灯不亮。随意坚持一个烟雾报警探头,故障。
6、 FUNNEL DAMPER RELEASE HANDLE BROKEN, AND CANNOT CLOSE THE DAMPER.,烟囱防火挡板手柄折断,不能关闭挡板。
7、SEWAGE TREATMENT PLANT MALFUNCTION,AIR BLOWER AND POWER FAILURE., 生活污水处理装置故障,风机和电源故障。
8、 BY THE EVIDENCE OFDEFICIENCIES 2,3,5,6,7,11,12,16,19,23,26, SHIP’S SMS FAILS TO ENSUREEMERGENCY PREPAREDNESS AND MAINTENANCE OF SHIP EQUIPMENT.上述缺陷表明该轮SMS体系未得到有效运行。
点评:该轮缺陷比较全,按照缺陷的描述救生艇基本上要报废了,RO被追究责任理所应当,如果遇到一个不厚道的PSCO,分开写缺陷,这一条能分开七、八条却下。消防报警系统基本瘫痪,主动防火也是故障重重。生活污水处理装置损坏,应该会被罚款的。

GREAT TRUSTDRAGON 1(9572147)
27项缺陷,6项滞留。2018年1月16日解除滞留,滞留24天。
1、MULTIPLE FIRE HOSES FOUND IN POOR CONDITION,PUNCTURED AND LEAKING., 船上多数消防皮龙比满足要求,漏水或破损。
2、 EMERGENCY FIRE PUMP UNABLE TO GENERATE PRESSURE, NOT ABLE TO SUSTAIN TWO JETS OF WATER FROM FIRE HOSES.,应急消防泵不能产生足够压力,不能维持两股皮龙出水。
3、 RESERVE POWER SUPPLY OF GMDSS MF/HF SYSTEM FAILURE. NOT ABLE TO POWER UP SYSTEM.,GMDSS备用电源失效,不能启动系统
4、ECHO SOUNDER NOT OPERATIONAL, SHOWING 0 METER DEPTH AND "TRANSDUCER FAULT"ALARM.,测深器损坏。
5、 MASTER AND CREW OF VESSEL INFORMED PORT STATE CONTROL OFFICER THAT THEY HAVE NOT RECEIVED SALARY SINCE OCTOBER 2017, INDIAN STAFF ONBOARD (4 IN NO.S) HAVE NOT RECEIVED SALARY SINCE SEPTEMBER 2017.,
船长和船员告诉PSCO自从2017年10月没有得到工资,印度船员自2017年9月没得到工资
6 THE DEFICIENCIES 1-26 ARE INDICATIVE OF THE FAILURE OF THE VESSEL'S SMS TO MAINTAIN THE VESSEL AND EQUIPMENT.1-26项缺陷表明,该轮SMS体系未得到有效运行。
点评:这艘船被滞留了24天,亮点是船员关于工资的投诉,一直强调MLC生效了,各位船员朋友可以学一学,胆子大一点,工资拿不到,可以找PSCO帮忙,我一直认为PSCO是切切实实为船员谋福利的,消防、救生安全哪个不是为了船员自身,再者掏薪水这事,谁愿意干,关键时刻还不是PSCO们义不容辞,互相理解吧。

JAG RAHUL(9254484)
14项缺陷,2项滞留缺陷。
1、PORT SIDE LIFEBOAT PROPELLER WAS HITTING THE RUDDER WHEN THE RUDDER IN HARD PORT OR HARD STARBOARD POSITION. PROPELLER SHAFT FOUND BENDED, THE SHAFT WAS NOT LAINON A STRAIGHT LINE.,左舷救生艇桨叶打在舵上,造成轴弯曲。
2、 PORT SIDE ENCLOSED TYPE LIFEBOAT EXHAUST PIPE WAS LEAKAGE AND NO HEAT INSULATION.左舷封闭式救生艇排烟管泄露,没有绝热材料。
点评:两条滞留缺陷,其实可以跟上文HUAN YU 1(8618865)一样,合并写在一块,不过PSCO分开来写,尽管违背东京备忘录精神,也没有错,保护自己,互相理解吧!其实这艘船仅仅两项滞留缺陷,如果船舶在靠港,PSCO上船之前,按照公司SMS体系的要求如实上报不符合项,并取得公司的支持,在PSCO登轮检查时,将该缺陷和缺陷整改计划如实上报,会得到PSCO的理解,不会被滞留
