中国区,哪里远程滞留最凶?!
4月1日远程检查开始后,不少朋友问:老编远程检查检查的重点是什么?查的严不严?查哪些区域,希望重点讲一讲。
周末闲着没事,翻到下面舟山海事局推送的宣传材料,好刺激,远程PSC检查开始后,舟山滞留了6艘船舶!
只是,老编去东京备忘录查了下,舟山的宣传材料可能有误。
4月1日至今,中国区共滞留船舶25艘!
第一名:上海 8艘次;
第二名并列:舟山 3艘次 , 连云港 3艘次;
第三名并列:大连2艘次,香港2艘次;
第四名并列:青岛(董家口)1艘次,常熟1艘次,太仓1艘次,南通1艘次,钦州1艘次,唐山1艘次,防城1艘次。
所以,最猛、最严、最惹人爱的是上海,其次是舟山和连云港!
根据KR船级社一线战报,有几个重要信息需要大家关注:
1.目前只有上海PSCO实际登轮检查,其余区域均采用远程检查的方式。
再次提醒:中国区,远程检查已经开始滞留船舶!

2.中国区,PSC远程检查重点是各种证书和记录,比如:油类记录薄、垃圾记录薄、压载水记录薄,没办法别的不好查,现在这几个小本本记录错误,会滞留船舶,还会被罚款,各位记录时要尤为小心;
3.山东各区PSCO,尤其是青岛,近期,尤其重视船员训练和演习科目的检查;
4.压载水取样测试不合格,会被滞留船舶
5.上海PSCO滞留缺陷举例:
1)Ship disposed total of 0.10M3 food waste(CAT.B) at position of LAT 38-35.1N,LONG 120-33.1E(the place is in China inner sea).(在中国内水,倾倒食品垃圾0.1方)

2)SMS as implemented on board can not ensure environment protection policy as required by ISM code elements carried out efficiently, as evidence by deficiencies code 14501&14599,additional audit needs to be undertaken before departure.(上述两项缺陷,说明船舶体系未得到有效执行,开航前进行附加审核)
6.舟山PSCO滞留缺陷举例:
The general emergency alarm system not able to continue to function (only manually touch triggering model)(通用报警只能手动模式下使用)
The NOx component fuel injector using for auxiliary engine not in compliance with approved technical files ,and parameter record ended off from April 2018.(辅机喷油器不是氮氧化物技术材料要求各形式,并且自 2018年4月开始,更换备件时没有记录)
Low level alarm for steering hydraulic fluid reservoir on bridge failure.(驾驶台舵机低液位报警故障)
Chart no.1304,1305 not provided, the notice of mariners not avilable onboard, and charts for intended voyage not up to date. (1304、1305号海图不在船,船上的航海通告不是最新的,计划航次的海图没有更新)
S-VDR found malfunction.(S-VDR故障)
Engine of lifeboats on both side unable to be started during inspection.(PSC检查期间,两舷救生艇的发动机无法启动)
Abandon ship and fire drills not carried out within 24 h of the ship leaving port after more than 25% crew changed over at port HAI PHONG on 20th-jan-2021.(2021年1月20日,在HAI PHONG港,船舶换班人员超过25%,但是船舶离港24小时内未开展弃船和消防演习。
Application for flag state endorsement for three crew (master,c/e and 2/e) found invalid as they serviced on board over 3 months.(船长、轮机长和大管轮在船工作超过3个月,船旗国适任证书申请表失效并且尚未获得船旗国适任证书)
