Pre Arrival US port 

ENOA/D   

根据CFR33.160相关规定,任何300总吨及以上的船开往或离开美国港口,甚至在美国港口之间航行(除非该港口间属于同一个港长管辖区COTP,并且未载有特定危险物),都必须向USCG提交E-NOA/D报告。此报告一般由船长填写后发给: enoad@nvmc.uscg.gov,抄送给代理和公司MD,或者花费几百美金代理代为递交,或者公司在网站www.nvmc.uscg.gov上递交。

  • Emailed submission of the latest published NVMC Workbook located at www.nvmc.uscg.gov under the Downloads Tab and sent to enoad@nvmc.uscg.gov.

  • Via the NVMC eNOAD website.

  • Via Third-party application submissions conforming to standards found at www.nvmc.uscg.gov under the Developer Tab and sent to enoad@nvmc.uscg.gov.

ENOA和ENOD是同一个表格,在相应的选项选择ARRIVAL和DEPARTURE即可。请按要求向代理更新ENOA/D表格。

ENOA/D的递交时间为抵港前96小时,为了避免麻烦,最好提前发给代理,如果有问题还有时间修改。如果航程不足96小时,那么应在开航前,并至少进入目的港水域前24小时发送。

E-NOD要求在离开美国港口前至少15分钟前发送,如果ETA/ETD时间有变化请及时更新ENOA/D给代理(一般变化超过6小时需要报告)。

另请注意此报告里面的CREW LIST 是按英文顺序排列的,不是IMO格式。当代理递交报告成功后一般会收到相关的确认报告,船长一定要盯住代理确保成功递交。还有一点需要注意的是,如果在美国卸货后接着装货,代理可能不同,一定提前问清楚到底由谁负责发E-NOA/D,避免出现由于沟通不好造成谁也没有发而导致罚款。

压载水报告 

根据美国联邦法典33CFR151规定,计划向美国水域排放压载水的船舶,必须采用下列压载水管理措施中的其中一项(此规定不适用于外籍船舶的无害通过):

  1. 在美国水域排放压载水之前,在离岸200海里以上的海域更换压载水(已取消有关水深的要求);

  2. 安装和使用美国海岸警卫队批准的压载水处理系统(BWTS),且满足由美国海岸警卫队发布的压舱水排放标准(BWDS);

  3. 采用美国海岸警卫队认可的压载水管理替代措施;

  4. 排放的压载水全部来源于美国水域;

  5. 压载水排放入岸上接收施设或其他船舶;

  6. 保留压载水在船;

    1) 船舶须设有用于采集本船压载水样本的采样口;

    2) 船舶须持有适合该船的《压载水管理计划》及压载水操作记录;

    3) 船舶须在抵达美国港口24小时之前递交压载水 管理报告表;如航次时间少于24小时,则须在开航前递交压载水管理报告表;

    4) 船舶压载水报告表提交给美国压载水管理中心(NBIC)nbic@ballastreport.org;前提前递交给OOPS email ID(inquiry@wittobriens.com) Review,确认没有问题再递交给NBIC

    Prior to final submission of the BW reports to NBIC:

    a).  Pls send the xls version of the report to OOPS email ID (inquiry@wittobriens.com) well in advance so that they can review the document and instruct the master to correct the report prior final submission.

    b).  Once approved by OOPS pls forward the final amended BW report (as received after review from OOPS) to NBIC without any detailed explaination as we understand that no one at NBIC actuallyreads the emails.Kindly take note of below comments from OOPS which is self explanatory

    I have seen several vessels sending in their NBIC reports with long email explanations.Explain to the fleet that no one reads the emails, the report itself is all that is read.  I also have seen multiple vessels sending in multiple NBIC reports, when they do not get a receipt shortly after initial submission.

    Sending multiple reports slows the system down.  It often takes over 24 hours to receive a receipt.  They have also been requesting permission to discharge Ballast Water.

    NBIC does not grant “Permission”, they are just a information clearing house.  NBIC receives the report and forwards to the requisite COTP.  As long as the Vessel has conducted itself in accordance with US BWMS standards, the vessel may discharge Ballast Water.  If they have not, then the USCG may pay a visit, or issue a COTP order through the Vessels Agent.

  7. 美国各州可以制定自己的压载水管理规则。例如,华盛顿州、加利福尼亚州等都有自己的压载水管理规定,所以赴美船舶还应及时向当地代理了解相关规定。

如果抵美国前5个港口是列明港口的话,抵美国前USCG会安排保安检查,通过检查后才能进港。

引用列明港口规定如下:

The United States Coast Guard (USCG) has announced that it is modifying the conditions of entryfor vessels arriving in the United States (U.S.) from the Republic of Côte d’Ivoire by adding anexemption for two (2) facilities: Carena Shipyard and Terminal A Containers, Abidjan, effective 03January 2018.The USCG has found that the following countries currently do not maintain effective anti-terrorismmeasures and are therefore subject to conditions of entry: Cambodia, Cameroon, Comoros, Coted’Ivoire, Equatorial Guinea, the Federated States of Micronesia, the Republic of the Gambia, Guinea-Bissau, Iran, Liberia, Libya, Madagascar, Nauru, Nigeria, Sao Tome and Principe, Syria, Timor-Leste, Venezuela, and Yemen.

  1. Implement measures per the vessel’s security plan equivalent to Security Level 2 while in aport in the Republic of Côte d’Ivoire. As defined in the International Ship and Port Facility Security Code (ISPS Code) and incorporated herein, “Security Level 2” refers to the “levelfor which appropriate additional protective security measures shall be maintained for aperiod of time as a result of heightened risk of a security incident.”

  2. Ensure that each access point to the vessel is guarded and that guards have total visibility ofthe exterior (both landside and waterside) of the vessel while the vessel is in ports in theRepublic of Côte d’Ivoire.

  3. Guards may be provided by the vessel’s crew; however, additional crewmembers should beplaced on the vessel if necessary to ensure that limits on maximum hours of work are notexceeded and/or minimum hours of rest are met, or provided by outside security forcesapproved by the vessel’s Master and Company Security Officer. As defined in the ISPSCode and incorporated herein, “Company Security Officer” refers to the “person designatedby the Company for ensuring that a ship security assessment is carried out; that a shipsecurity plan is developed, submitted for approval, and thereafter implemented andmaintained and for liaison with port facility security officers and the ship security officer.”

  4. Attempt to execute a Declaration of Security while in a port in the Republic of Côte d’Ivoire.

  5. Log all security actions in the vessel’s log.

  6. Report actions taken to the cognizant Coast Guard Captain of the Port (COTP) prior toarrival in U.S. waters.

  7. In addition, based on the findings of the Coast Guard boarding or examination, the vesselmay be required to ensure that each access point to the vessel is guarded by armed, privatesecurity guards and that they have total visibility of the exterior (both landside andwaterside) of the vessel while in U.S. ports. The number and position of the guards has tobe acceptable to the cognizant COTP prior to the vessel’s arrival.

要加强梯口值班,一切来访人员都要接受身份验证,检查行李,查看ID卡及全程监控(有人陪同检查时,梯口要留人值守包括演习时)。要严格控制船员在码头区域活动情况,没有签证的CBP不会批准下地,可能连码头打电话也有限制,就是看吃水也要注意当地相关要求(提前问代理,工头相关信息)。

油污应急计划 

去美国的船一般都配备NT-VRP,另外有些州还有特殊要求(例如加州的CA-VCP,华盛顿州也有)。要求在进入美国专属经济区前72小时必须进行QI演习,一般直接打电话给QI即可,然后确认好QI人名(也就是这次演习是哪个QI接的电话)和具体的时间并记录到LOGBOOK。PSC检查时出示给PSCO看就行。

  2. SAY: I am conducting a QI NOTIFICATION EXERCISE and REMOTE ASSESSMENT & CONSULTATION EXERCISE(RACE)”

  3. Provide following to the QI upon request

    Vessel name

    IMO or official number

    Name of the master

    Email of the vessel

    Location of the vessel stability model

    For the RACE, it is NOT required to share details of the scenario with the QI. In the event of an actual emergency or incident you would be asked by the QI to give a description of the event.

  4. Upon receiving the notification from the QI, the SMFF Provider will establish communication with the master (or shipboard designee) to obtain additional scenario specific information necessary to conduct a remote assessment through an identified salvage software program.

  5. The SMFF provider completes the remote assessment & consultation exercise and sends documentation via email to all involved parties including the vessel, the DPA and the QI at: race@wittobriens.com

A fire scenario must be exercised once (1) every three (3) years (non-tank vessels with an oilcapacity of less than 250 barrels do NOT need to exercise a fire scenario). Vessels withdifferent salvage and marine firefighting providers should alternate exercises.

美国港口外一个月检查一次,美国水域一周检查一次记入LOGBOOK如下,同时保持CHECK list 存档。

图书配备的要求(请参考CFR33,164.33(a)和(b)相关规定):

相关的英版无线电信号表,潮汐表,航路指南等美国区域的图书是否齐全并改正到最新,海图ECDIS,图书E-NP,COFR -REG4港口国监督(PSC)众所周知,美国港口国监督检查与其他地区或国家相比,他们更重视保安规则的执行及海上人命安全公约中规定的各种演习和操练(消防演习、救生演习、应急舵演习、应急设备的操作等)。船舶应在抵港前认真进行演习的演练及应急设备的操作训练。

美国新奥尔良PSC 检查文件

抵港前航行设备的测试 根据美国联邦法33CFR164.25的规定,进入美国领海之前12小时内或在美国水域中开航前,下列设备应进行检查测试:

  1. 主、辅操舵装置

    1) 外观检查操舵装置和连接杆件;

    2) 在可行的情况下,应对下列设备进行操作测试:操舵装置的每一远程控制系统、驾驶台的每一操舵位置、主操舵装置的替代供应电源、每一远程操舵装置的供电设备故障警报、每一远程操舵装置控制系统电源故障警报、满舵试验以验证操舵装置的性能满足公约所规定的要求;

  2. 船舶内部通信和控制系统警报;

  3. 备用发电机及应急发电机;

  4. 应急照明的蓄电池;

  5. 船舶控制和推进机械空间的电力系统;

  6. 主推进装置的进车和倒车;

上述每一测试完成后,均应记入航海日志作为今后检查的证据,如果船方没有按要求进行测试但却在航海日志作了测试记录,一旦被查实,后果将非常严重,在美国,这是一种犯罪行为。

排放控制区(ECA) 

在北美排放控制区营运的船舶要求燃油中硫的含量应符合防污公约(MARPOL)附则VI 规定的标准。即船舶必须在进人美国专属经济区之前(距领海基线200海里)切换到硫含量不高于0.10%的燃油。

特别应注意,如果船舶在加利福尼亚州管制的水域营运,船舶被要求使用硫含量不高于0.10%的船用柴油(MDO)或船用轻柴油(MGO);

船舶还须持有如下防污公约(MARPOL)附则VI要求的记录和文件;

散粮稳性计算(如装粮)

如果去美国装粮的话需要进行散粮稳性计算,具体由NCB负责,他们规定的算法和加拿大,澳洲的大同小异。

对谷物的装船验舱是由美国货物局(NCB)和美国农业部(USDA)联合进行的,两者各有侧重,通常一起来船。NCB也检查货舱,但主要检验货物装船的稳性计算,USDA则主要检查货舱的洁净程度、有无虫害等。验舱通过,NCB签发散装谷物适装证书(CERTIFICATE OF READINESS),USDA签发验舱证书(STOWAGE EXAMINATION WORKSHEET)。

验舱后超过24小时靠泊,NCB的人还要上船复查货舱情况,核实适装证书等。货物装毕,NCB的验船师需要再次上船,核对吃水(有无超载)、货物装载数量、核查货舱内货物状态、核对航次内吃水变化和途中或卸港的吃水限制等情况,然后,签发货物装载证书(CERTIFICATE OF LOADING)。
