全解一月份香港PSCO滞留的7艘vessel
12月份推送了一期文章:一个月6艘滞留,香港PSCO蛮拼的!(附全部缺陷上集),是关于香港PSCO的,尽管本平台关注的人不多,阅读量也过了3000,自然也引起了某些相关方的惶恐,中国船检点名批评(荣幸之至)并特地采访了香港船旗国 ,推送了一篇文章——香港PSCO:坚持一贯高标准。这么一搞问题大了,根据香港PSC公布的数据,一月份滞留了7艘船舶,果真加大了强度和力度,original写文章的目的是提醒大家,没想到会这么个结果,罪过罪过。
仔细研究被滞留的7艘船舶,有的滞留的理所应当,有的****(此处省略200余字)。
GAS MONARCH
2018.1.5和2017.10.16,连续两次被香港PSCO检查,2017.10.16竟然只有3条缺陷,而2018.1.5却给滞留了,一艘船舶相隔两个月,管理水平会相差多少呢?前后差距那么大,如何评价!
不过从滞留缺陷看,这次滞留理所应当。如下:
1、VESSEL SEWAGE TREATMENT PLANT IS NOT OPERATIONAL.PLANT AIR BLOWER NOT ABLE TO PROVIDE ANY DETECTABLE AIR FLOW AND STERILISATION CHAMBER IS NOT WORKING PROPERLY, NO FLOW OF EFFLUENT CAN BE OBSERVED IN THE STERILISATION CHAMBER,生活污水处理故障,空压机和消毒器故障,消毒舱看不到回流。
2、 AS PER VESSEL'S SAFETY EQUIPMENT CERTIFICATE BOTH THE PRIMARY AND BACK UP MEANS OF NAVIGATION IS ECDIS. HOWEVER VESSEL DOESNT HAVE ENC'S FOR HONG KONG, 船上的海图及备用为电子海图,但是未提供香港区域ENC
3、VESSEL'S "MASTER'S MANAGEMENT REVIEW" SHOWS THAT MASTER HAS RAISED ISSUE OF NOT HAVING ENC'S FOR VESSEL'S TRADING AREA ON THE 12-DEC-2017. THE
COMPANY'S FAILURE TO PROVIDE SUFFICIENT SUPPORT TO THE VESSEL IS A FAILURE OF THE S.M.S. RO TO CONDUCT EXTERNAL AUDIT TO ENSURE IMPLEMENTATION OF SMS.船舶的:MASTER'S MANAGEMENT REVIEW显示船长于2017.12.12发现船上没有预定海域ENC,但是管理公司却不能及时提供岸基支持。建议公司进行外部审核以确保SMS体系正常运行
4、 PORTSIDE L/B ENGINE COULD NOT BE STARTED BY
BATTERY NO.2, STBD SIDEL/B ENGINE COULD NOT BE STARTED BY BOTH BATTERIES AT TIME OF INSPECTION, 左、右舷救生艇无法启动
5、NO.1 CARGO TANK LEVEL GAUGE MALFUNCTION. SHOWING ALARM "2E" AND CONSTANT TANK LEVEL, 1号货舱液位计损坏。液位不变并显示2E报警
6、 NO.2 CARGO TANK, CARGO DISCHARGE PIPE HAS BEEN TEMPORARILY REPAIRED BY SHIP STAFF.2号货舱卸货管被临时修理。

这艘船跟上一艘一样,17.11.22仅仅检查发下6条缺陷,2018.1.29发现12条缺陷,并被滞留。相差两个月的时间,估计船员还是同一批人,差距怎么那么大呢?谁的问题。从缺陷看滞留合理,是不是船公司需要反思了,提高管理水平。
1、 FREE FALL LIFEBOAT, CANNOT BE STARTED BY BOTH SET OF BATTERIES. THE MAGNETIC COMPASS FAILURE, IT SHOW 150 DEG. WHEN LIFEBOATHEADING IS 178 DEG., 救生艇无法启动,磁罗经故障(178显示150)
2、RESCUE BOAT LAUNCHING DAVIT,HYDRAULIC PUMP WAS MISSING. NO MEANS OF OPERATION MECHANISM., 救助艇释放吊液压泵确实,无法释放。
3、EMERGENCY FIRE PUMP, CANNOT BUILD UP SUFFICIENT WATER PRESSURETO SUSTAIN 2 HOSES WATER PILLAR. (TIME 1400 TO 1415, NO WATER),应急消防泵无法建立足够压力(14:00到14:15,不出水)

2017年先后被江阴和香港滞留两次,1991年的船,UBS船级社,可是在越南和菲律宾只有4个和5个缺陷,表现良好,这有是为什么呢?(自己想吧)可见,我国PSCO还是认真履职的。

仅仅一条缺陷被滞留,08年的船。
NO.1 AND 2 BATTERIES OF FREE FALL LIFEBOAT WERE NOT ABLE TO START LIFEBOAT ENGINE.,1、2号蓄电池无法启动自动降落式救生艇艇机。

JOINT PACIFIC
集装箱船舶,2018年被检查了三次,1月15,1月25,2月5日,每次都有新发现。最多一次发现了40条缺陷,我也是醉了(可以这么查么?)。同样,越南PSCO仅仅开具了2条缺陷,放水啊!!
1、NO SOPEP MANUAL ONBOARD, sopep不在船。
2、 RESCUE BOAT, STEERING MALFUNCTION AND CANOPY LIGHT NOT AVAILABLE.,救助艇舵系统故障,canopy灯故障
3、 THE 220V NAVIGATION LIGHT PANEL NOT FUNCTION WITH INDICATION. FWD MAST LIGHT FAILURE. DC 24V NAVIGATION LIGHT PANEL, THE PORT 、STBD LIGHT CABLE
CONNECTION INTERCHANGED (WRONG). PORT NAVIGATION LIGHT NOT IN RED COLOUR. STBD NAVIGATION LIGHT BACK SCREEN WAS NOT IN MATT BLACK.,各种灯故障
4、 NO.1 CARGO HOLD HATCH COVER, THE SIDE PLATE AND CHANNEL WAS BROKEN AND PACKING SEAL MISSING.,
5、2 OUT OF 3 PORTABLE VHF RADIO MALFUNCTION. AND 2 BATTERIESEXPIRED.,
6、 EMERGENCY ESCAPE TRUNK, THE LOWER HALF DOOR CASING MISSING AND PACKING LOOSEN.,应急逃生井底层防火门门框和填料缺失。
7、 BY EVIDENCE OF DEFICIENCIES ITEM 2-5, 8, 12-21, SHIP’S SMS FAILS TO ENSURE MAINTENANCE OF SHIP EQUIPMENT. ITEM 5 IS NOT RECTIFIED AS PREVIOUS OUTSTANDING ITEM..ISM体系缺陷,SMS体系失效。
下面两艘船舶FENG CHI /XINGGANG 5存在相同的状况,中国、日本等PSCO开具缺陷较多、客观,而东南亚越南等国却仅仅几条缺陷,表现良好,强烈呼吁东京备忘录开除这些国家。对不能客观检查的国家进行一定的惩罚。
