Capacitybuilding has risen to prominence in the vocabulary of the internationalcommunity as a way to promote security and development in fragile andpost-conflict environments. Capacity building seeks to promote a bottom-upapproach drawing on and strengthening existing local capacities. This articleargues that capacity building can be understood as part of a broadergovernmentality that seeks to determine from the outside what constitutes a‘capable’ subject. However, the effects of these governance practices are notstraightforward as they are constantly shaped by the way local actors on theground engage with these. Drawing on both policy documents and interviewsconducted in Bosnia, Kosovo and Somalia, the article examines European Unioncapacity building initiatives in these post-conflict environments. By examiningthe rationality and problematisations behind this discourse, the articleunveils how such assumptions (in particular, regarding the lack ofinstitutions, power and knowledge) result in interactions and contestation betweenthe local and the international in practice, which lead to new outcomes thatneither straightforwardly reflect the existing status quo nor represent alinear imposition of power by external capacity builders.

International organizations (IOs) usually cooperate with national actors in order to implement global decisions and policies.This cooperation has become proble matic as implementing partners have increasingly been accused of serious human rights violations. This article analyzes how implementing partners from the host state of a United Nations (UN) peace operation are held accountable. I argue that the complexity of contemporary peacekeeping limits the availability of traditional account ability mechanisms. I develop a conceptual model to demonstrate how, instead, different account ability forms interact and complement each other. I illustrate this interplay of accountability with a case study on the emergence of the UN HumanRights Due Diligence Policy (HRDDP). The accountability framework enacted bythe Joint Human Rights Unit, the Special Procedures of the UN Human Rights Council and the International Criminal Court in the context of the UN peace operation in the Democratic Republic of the Congo threatened the legitimacy of UN peacekeeping. As a consequence, the UN adopted the HRDDP as a new, UN-based account ability mechanism to hold implementing partners from the host state of peace operations accountable.

This paper examines the intersections of visual, spatial and material ininternational politics, analysing encounters with ‘everyday’ objects produced and displayed along the so-called ‘BalkanRoute’ of migration through Europe: official and government signs, notices, posters, maps, flyers, and directions, as well as their less formal counterparts made by solidarity groups andvolunteers. We examine these objects as the ‘things’ and ‘stuff’ of international politics , analysing how their visual effects govern space and are implicatedin acts of bordering and its resistance. We define the objects of the refugee ‘crisis’- maps, flyers, posters, directions, signs - in terms of ‘micropolitics’ of international relations, the ‘features of social life that slip through our normal schematic or binary frameworks’ and are treated as ‘‘little nothings’; but, when considered in relation to EU border governance, can shed light on macropolitics and macrostructures.

This article studies civil–military relations in defence procurement. Applying in sights from the principal–agent model, we argue that decision-making about defence procurement is inherently vulnerable to agency problems. Given the technical nature of these dossiers, governments and parliaments are often heavily dependent upon military expertise, creating leeway for defence administrations to steer decision-making towards their preferences. By means of a case study ofthe replacement of the F-16 fighter jets in Belgium, we examine whether and how complex defence procurement dossiers allow for exploitation of expertise through strategic information management from the defence administration to the Minister of Defence. In addition, empirics reveal a to date unexplored phenomenon of agent intrusion. It captures the situation in which an agent takes a prominent formal advisory position within the decision-making apparatus of its political principal, providing additional means to outplay its information advantage over the principal in favour of its own interests.

Based on a discursive analysis of various media reports published in 2015–2018 by and about the Finnish right-wing street patrolling organization Soldiers of Odin (SOO), we explore the gendered dimension of contemporary vigilantism. We find that street patrolling as apractice of vigilantism, is justified in this case by using representations of the city space as a place of friction between locals and new comers and of the street as a locus for enacting gendered and racial/ethnic identities. Our findings suggest that SOO’s vigilant practices exhibit a mixture of traditionaland new features of masculinity. We argue that the activities of anti-immigration groups such as the SOO in Finland demonstrate a feminist security dilemma concerning the way securitization of public gender-based violence is used to enhance militarized performance of white masculinity. We identify four recurring themes that are used by group members to portray themselves as partof a legitimate social movement: protective masculinity, militarized masculinity, supplement of the state, and indigenous masculinity.

Scholar sand policymakers have long used the shorthand of hawks and doves to characterize leader personalities that correspond to a particular political inclination, whereby hawks are considered right-wing and more aggressive in foreign policy, and doves are left-wing and more peaceful. This article posits that a sound discussion of who hawks and doves in foreign policy are requires an engagement with research on political leadership. It promises a less superficial understanding of the dichotomy of hawks and doves, and uses leadership trait analysis to explore hawkish and dovish leaders’ qualities. The article profiles Israel’s prime ministers since the end of the Cold War, where in a high security environment, these words are most often used to describe its domestic and foreign matters and its cooperative and conflictual actions. This article’s findings encourage an unpacking of these commonly used short handlabels with political leadership approaches. They are also useful to highlight, most notably, the significance of complexity and distrust in understanding hawkish and dovish leaders. Hawks think simpler and are more doubtful of others than doves, this article finds. Future research, the article suggests, will benefit from looking deeper than simple, dichotomous use of this analogy, and exploring ways to operationalize individual-level measurements of hawks and doves in foreign policy.

It has been argued that we are witnessing a retreat from democracy promotion in liberal interventionism. Focusing on the roll-out of biometric voter registration (BVR) across Africa, as supported by institutions such as the United Nations Development Programme, this article suggests that rather than a retreat we are seeing the emergence of a new and seemingly lighter approach to liberal democracy promotion. Through an analysis ofthe use of BVR in Kenyan elections, the article illustrates some key implications of this development. At the local level, the framing of BVR as a ‘solution’ omits important challenges to democratic elections in Kenya. At the global level, the roll-out of BVR reinforces unequal global power structures, for example by constituting an increasing number of African states aslaboratories for the trialling of a technology which, due to fears of hacking, has now been rolled back in the US. To make this argument, the article combine sinsights from recent debates about the state of liberal interventionism, within sights from Michel Foucault and Sheila Jasanoff about the politics oftechnology.
